His father's name was S. Mehar Singh, and his mother's name was Lachhmi Devi. Due to financial constraints, Kartar Singh could not pursue higher education. Before the partition of India, he worked as a clerk at a brick kiln and in the commission business. During the 1947 partition, he left his village and settled in Amritsar, where he began his journey in literary creation and journalism.
Despite being minimally educated, Kartar Singh made a significant mark in the literary field. His notable works include *Barkha*, *Aarti*, and *Shaheedi Khumariyaan* (edited by Tarlochan Singh in 1975). He is counted among the prominent stage poets. Additionally, he served as an editor for the magazine *Kavita* for a considerable period, under the chief editorship of Vidhata Singh Teer. In June-July 1970, Vidhata Singh Teer published a special commemorative issue of *Kavita* dedicated to Kartar Singh Balaggan, highlighting his friendly, diligent, and sincere literary talent.
